It is an infraction to park or leave standing at any time a vehicle, as defined in the traffic code, as adopted by the municipality, in any of the places described in the appropriate appendix to this section on file in the office of the clerk/recorder, when properly posted, except when necessary to avoid interference with other traffic or in compliance with the directions of a policeman or traffic control device.
