The purpose and intent of this chapter is to establish reasonable and uniform regulations governing the time, place, and manner of holding special events on city sidewalks, streets, and property. The permit requirement and other regulations in this chapter are designed to balance the public’s First Amendment right to exercise free expression on city sidewalks, streets, and property with the public’s right to safety and convenient use of such property.
