The city, at its discretion, will raise to ground level headstones that have sunken into the ground. "Headstones," in this section, are defined as those headstones which do not extend above the grassroot level of the ground. Headstones which extend above the grassroot level shall not be the responsibility of the city to raise or keep level. (Ord. 3-3-87A § 2)
