The SVWRF will sample the combined waste flows of existing food-preparation establishments, carwashes and motor vehicle repair shops which are engaged in business as of the date hereof. All new businesses will be required to separate domestic waste and process flows and to provide the required sampling facilities. All surcharges, as well as fees for sampling, inspections and penalties, will be billed and collected by the SVWRF.
