A. It is unlawful for any person to dump or allow any type of debris, petroleum product, chemical, paint, pesticide, herbicide, heavy metal, acid or base product, solid or liquid waste product, hazardous waste product, human or animal waste, or nonstormwater except as permitted by subsection (B) of this section to be dumped into any sump, detention basin, storm drain, curb and gutter, drain inlet, or other storm drainage structure that conveys stormwater or nonstormwater.

B. The restrictions set forth in subsection (A) of this section do not apply to the normal runoff of uncontaminated discharges from the following sources:

1. Water line flushing or other potable water sources;

2. Landscape irrigation or lawn watering with potable water;

3. Diverted stream flows;

4. Rising groundwater;

5. Uncontaminated groundwater infiltration;

6. Uncontaminated pumped groundwater;

7. Foundation or footing drains;

8. Air conditioning condensate;

9. Discharge from crawl space pumps;

10. Irrigation water;

11. Springs;

12. Individual residential car washing;

13. Natural riparian habitat or wetland flows;

14. Emergency firefighting activities;

15. Residual street wash water;

16. Dechlorinated swimming pool discharges; and
