Applicants must move their projects either to approval or denial in a reasonably expeditious manner. Upon fourteen days’ written notice to the applicant, the city may formally deny an application, which remains inactive for six months. Delays occasioned by the city shall not constitute cause for terminating an application. An applicant may appeal the community and economic development director’s denial of a project for inaction to the planning commission in the same manner as any other appeal. The planning commission may reinstate subject to conditions, or may deny reinstatement. If reinstatement is denied, the application is formally denied. (Ord. 12-11-2001C § 2 (part))
