All utilities within the proposed development shall be buried, with the exception of the existing high voltage transmission line running east/west through the property. The owner shall install conduit within the development’s proposed right-of-way for the eventual burial of overhead utilities throughout the overlay district. If the planning commission finds, upon the review and recommendation of the city engineer, that such installation is not feasible at the time of development, the applicant shall bond for the future installation of said conduit.
