A. If any elected official at any time during the elected official’s term of office establishes residence outside the boundaries of the city, or if a council member elected from a district at any time during the council member’s term of office establishes residence outside the boundaries of the district for a continuous period of more than sixty days, the elected official’s office automatically becomes vacant.

B. If any vacancy occurs in the office of mayor, the city council appoints a registered voter in the city to fill the unexpired term of the office vacated until January following the next municipal election unless the vacancy occurs or a letter of resignation is received by the city council at least fourteen days before the deadline for filing for election in an odd-numbered year and two years of the vacated term will remain after the first Monday of January following the next municipal election, in which case the vacancy is filled by an interim appointment, followed by an election to fill a two-year term. If any vacancy occurs in the office of a council member representing a district, the city council appoints a qualified registered voter who has resided in that district for a minimum of sixty days to fill the unexpired term of the office vacated until the January following the next municipal election unless the vacancy occurs or a letter of resignation is received by the city council at least fourteen days before the deadline for filing for election in an odd-numbered year and two years of the vacated term will remain after the first Monday of January following the next municipal election, in which case the vacancy is filled by an interim appointment, followed by an election to fill a two-year term. If for any reason the city council does not fill the vacancy within thirty days after the vacancy occurs, the two persons having the highest number of votes of the city council will appear before the city council, and, if there is no majority to fill the vacancy, the vacancy will be filled by lot in the presence of the city council.
