The mayor, with the advice and consent of the council, shall appoint a city manager to exercise such powers of administration and perform such duties as the mayor shall prescribe. The city manager shall be appointed on the basis of his/her ability and prior experience in the field of public administration, together with such other qualifications as may be prescribed.
