A. The city manager shall, with the advice and consent of the mayor and city council, designate and appoint a qualified, professional city recorder, in accordance with Chapter 3 of Title 10 of the Utah Code Annotated.

B. The city recorder shall manage all official records of the city; manage the municipal elections; and attend and keep official records of public meetings in accordance with state law. The city recorder shall keep the records and files in good condition and turn the same over to his successor in office. He/she shall allow no alteration, mutilation, or changes in any matter or record and shall be held strictly accountable for the same. (Ord. 2013-08 § 1 (Exh. A (part)); Ord. 2/16/2010O-2 § 1 (Exh.
