On or before the second Tuesday of March of each year the budget officer shall meet with the city council and review budget goals, policy statements and guidelines. The budget officer is responsible for the preparation of a tentative budget for all budgetary funds pursuant to procedures and requirements established by the Uniform Fiscal Procedures Act for Utah Cities, Sec. 10-6-111 UCA.
