The mayor, with the advice and consent of the city council, shall appoint a city treasurer, with qualifications as defined by personnel policies, who shall:

A. Under the supervision and direction of the finance director, be the custodian of all money, bonds or other securities of the city (Section 10-6-141, UCA);

B. Be responsible for investment, receipting and collecting of all public funds as set forth in the Uniform Fiscal Procedures Act for Utah Cities;

C. Maintain records of all financial documents involving public funds and provide for the safe keeping and retention of these documents;

D. Require the payment of and receive all moneys and fees owed to the city from any entity or person that is indebted to the city in any manner;

E. Ensure that all internal control procedures established by state statute, city ordinance or the finance director are being followed;

F. Receive and maintain accountability of all moneys paid to the city and disburse city moneys upon the warrant of the finance director. The city treasurer, or in his/her absence, a deputy treasurer, shall sign all checks prepared by the finance director. Prior to affixing the signature, the city treasurer or deputy treasurer shall determine that a sufficient amount is on deposit in the appropriate bank account of the city to honor said check;

G. Promptly deposit all city funds in the appropriate bank accounts of the city;

H. Provide for appropriate reporting of such moneys and the reconciliation of such reports to deposited moneys. Deposit all other moneys payable to the city, within three business days after collection and provide for the proper documentation for amounts collected and reconcile amounts received to such documentation;

I. Prepare and file daily settlement with the finance director of the amounts received and paid out during the day for which the settlement is being made, and provide the finance department with proper documentation for the accounting of all cash receipts, cash disbursements and for all other banking transactions involving general accounting functions;

J. Perform such other duties consistent with the requirements of this chapter as may be required by the finance director, city ordinance or state statute. (Ord. 8-25-98B (part))
