If proper notice of the hearing was provided, an applicant or licensee who fails to appear at a hearing shall be deemed to have waived the right to such hearing, the adjudication of issues related to the hearing, and the right to appeal. (Ord. 2020-01 § 1 (Exh. A (part)))
