The police chief shall examine and investigate all applicants for licenses and the premises to be licensed under this chapter. Following such examination the recommendations of the police chief shall be made in writing to the governing body. The police chief shall be permitted to have access to all premises licensed or applying for licenses under this chapter, and shall make periodic inspections of the premises and report his findings to the license administrator.
