In order to be eligible for and obtain a tenant application fee waiver, prospective tenants shall provide written evidence of eligibility for any of the following government programs: emergency work program, home energy assistance, temporary aid to needy families, supplemental security income, medical assistance, food assistance, refugee assistance program, general assistance, or income at or below one hundred thirty percent of federal poverty guidelines.
