To obtain a wireless franchise to construct, own, maintain or provide wireless services through any wireless system within the city’s right-of-way, to obtain a renewal of a wireless franchise granted pursuant to this chapter, or to obtain the city approval of a transfer of a wireless franchise, as provided in Section 5.54.590, granted pursuant to this chapter, an application must be filed with city.
