Unless prohibited by this chapter, a person may distribute a handbill on inhabited private premises by either (A) directly handing the handbill to a person present on or within the premises or (B) leaving the handbill on the premises such that the handbill may not be blown about the premises, neighboring premises, sidewalks, streets, or other public places.
