It is unlawful for any person to accumulate solid waste or cause solid waste to be deposited upon any street or alley in the city without express permission from the city. The city may permit the feeding or processing of solid waste upon premises properly equipped and maintained so as to prevent the creation of a nuisance or a hazard to health, or permit the depositing of ashes and other dry material for filing purposes at such places as the city may designate and under such restriction as the governing body may by regulation impose. Additionally, the city may grant to any person permission for sorting, bailing and marketing trade waste upon premises properly equipped and maintained. (Ord. 8/27/2002B (part))
