Any party to any suit or proceeding, and any attorney or agent for the party, who knowingly commences, prosecutes, or maintains any action, suit, or proceeding in the court of this municipality, other than as provided by Section 78-5-8 is guilty of a class B misdemeanor. (Code 1975 § 13-861)
