A. The provisions of this chapter shall be administered and enforced by the chief of police. The chief of police, or his or her authorized representative, which may be the building inspector, is authorized to make inspections of burglary, robbery and other emergency alarm systems and of the premises wherein said devices or systems are located. Such individual shall have authority at reasonable time and upon oral notice to enter upon any premises wherein said devices or systems are located. Such individual shall have authority at reasonable times and upon oral notice to enter upon any premises within the city to undertake such inspections and to determine whether such systems are being used in conformity with the provisions of this chapter.

B. Subject to the approval of the mayor, the chief of police, or his or her authorized representative, shall have power to make such reasonable rules and regulations as may, in the discretion of the chief of police, be deemed necessary to implement the provisions of this chapter.
