Any person who possesses any tools, instruments, substance, solution or other compound designed or commonly used to paint, write, spray, scratch, affix, inscribe or otherwise place or mark upon a piece of property shall be guilty of possession of graffiti instruments when that person had no permission or authority to paint, write, spray, scratch, affix, inscribe or otherwise mark, under circumstances evidencing a reasonable inference of an intent to use the same in order to graffiti property.
