A. Every person who makes or keeps nitroglycerin or other high explosive substances or five or more pounds of gunpowder within this municipality, or who carries it through the streets hereof, without first obtaining a permit therefor from the recorder/clerk, shall be guilty of a class B misdemeanor.

B. The recorder/clerk may impose as a condition of receiving and keeping a permit under this section, that the person comply with reasonable safety standards as the chief of police may require. (Code 1975 § 13-1031)
