It is unlawful for any person to operate a motor vehicle with a camper mounted on it on the streets or alleys or roads, or to be parked upon any streets, alleys or roads within the corporate limits of the city, unless the camper is currently registered and the appropriate decal is attached in plain sight to the rear of the camper as required by the laws of the state; provided, however, that a nonresident owner of a motor vehicle currently registered and licensed in another state with an out-of-state camper mounted on it is excluded from the provisions of this section.
