Special permits of duration of more than one month may be issued by the city council upon application in writing and good cause being shown therefor, or temporary permits for a duration of less than one month may be issued by the city administrator upon application and good cause being shown therefor, authorizing the applicant to operate or move any vehicle as defined in subsection A of Section 10.12.010 upon any street at any time upon such conditions as may be set forth in the permit.
