This standard applies to the following:

A. New Streets/Reconstructed Streets. New streets/reconstructed streets shall not be cut/cored for three years from the date of completed construction.

B. Overlaid Streets. Overlaid streets shall not be cut/cored for three years from the date of the overlay.

C. Slurry Sealed Streets. Streets that have had a slurry seal application shall not be cut/cored for one year from date of the slurry seal.

If an emergency utility cut is absolutely required within the moratorium period, the special restoration standard will apply. The special restoration standard will continue for three years after the moratorium ends for all new/reconstructed streets and overlaid streets and one year for slurry sealed streets. The city engineer reserves the right to require an overlay or a mill and overlay over the full width of the street if necessary to restore the roadway to the original condition.

Any new development that requires a road cut into any qualifying roads will be required to use the special restoration standard for restoration efforts. (Ord. 2021-21)
