A. The mayor is elected at-large. Council members are elected by the registered voters of the district in which they reside. (See Section 2.12.030.)

B. Any person who is a registered voter may be a candidate and hold office if the person has resided within the city for a period of twelve consecutive months immediately preceding the date of the election. In case of an annexation, any person who has resided within the territory annexed for the prescribed twelve-month period is deemed to meet the residence requirement for candidacy in the city and district to which the territory was annexed. In order to be a candidate for a districted seat on the city council, the candidate must be a resident of the district when filing for office. A person appointed to fill a vacancy on the city council must have been a resident of the city for a period of twelve months and, if appointed to a districted seat, of the district for a period of sixty days on the date of appointment.
