A. The total value of a person’s contributions to any candidate during an election cycle may not exceed the following:

1. Five thousand dollars for a mayoral candidate; or

2. One thousand dollars for a city council candidate.

Beginning with the 2025 election cycle and occurring in each subsequent election cycle, the city recorder will adjust the contribution limit amounts under this subsection at the beginning of the new election cycle to the nearest ten dollars by the percentage change in the Consumer Price Index for All Urban Consumers, West Region, since the beginning of the previous election cycle. The new contribution limit amounts will be posted on the city website.

B. The limitations of subsection (A) of this section do not apply to contributions made by a candidate of the candidate’s own resources to the candidate’s own campaign.

C. If a person makes a contribution to a candidate in violation of this section, the candidate must either return the contribution to the person who made the contribution or surrender the contribution to the city treasurer to be placed in the city’s general fund.

D. It is an infraction for a person or candidate to knowingly or intentionally violate this section; the fine for the first violation is fifty dollars. For each subsequent violation, the fine is double the previous fine amount. (Ord. 2023-07 § 1 (Att. A))
