The human resource director shall establish a municipal employees compensation plan, together with accompanying personnel policies and procedures to determine employee compensation for all appointed employees. All city employees, except as otherwise provided by ordinance, shall be compensated for their services in accordance with the plan, according to the grade and pay range of the employee as determined by the city manager.
