Notwithstanding anything in any ordinance, resolution, policy, practice or custom of the city, no appointed official or employee shall have any property right in any expectation of continued employment with the city unless expressed in writing, authorized by the city council, and indicating that such an expectation of continued employment was expressly granted by the city council to the employee or official claiming such expectation.
