The city finds that large assemblies, as herein defined, may create hazardous conditions, including, but not limited to, traffic, solid waste disposal, sanitation, sewage disposal, public health, fire protection, noise and other public safety concerns; therefore, the city finds and determines that this chapter which prescribes the procedures, rules and regulations for conducting large assemblies as herein defined is necessary to protect the health, safety and welfare of the citizens of Midvale City.
