When any merchant or auction house advertises or announces a public auction of any kind with a specific stock of merchandise for sale, such stock shall not be replenished without the prior permission of the license administrator. No article of property shall be offered for sale or sold at public auction unless such article has been within the state of Utah for at least ten days prior to such sale or offer of sale.
