No person shall use, nor shall any person cause, allow, permit, or fail to control the impulsive sound from, any toy or piece of sporting equipment between the hours of ten p.m. and seven a.m., if such usage creates a plainly audible noise at a Type A or Type B property use so as to cause a noise nuisance.
