It is unlawful for any person to engage directly in the installing, servicing, maintaining, repairing, moving or removing, in or on any building or other property within the city, any burglar, robbery or other emergency alarm system, or monitoring and relaying calls for such system, unless such person has in his/her possession a valid identification card issued by the state pursuant to Section 53-5-514, Utah Code Annotated, or successor sections.
