It is unlawful and a violation of this chapter for: any person eighteen years of age or older to solicit, request, command, encourage, or intentionally aid or who acts with a juvenile in the violation of any federal, state, or local law or municipal ordinance, or who tends to cause children to become or remain delinquent, or who aids, contributes to, or becomes responsible for the neglect, abuse, or delinquency of any child.
