It is unlawful and a violation of this chapter for: any person eighteen years or older, having a child in his legal custody, or under his care, or in his employment, to wilfully abuse or ill-treat, neglect, or abandon the child in any manner likely to cause the child unnecessary suffering or serious injury to his health or morals.
